My thought, A wedgie voice comes when somone takes the back waistband of your undies and lifts your heels by a couple of inches and the material of the tighty whities tries to devide your buttox into two differant hemipheres. When the waist becomes a collar you will speak in a wedgie voice...Just my humble opinion...
